Dunkirk offers greater flexibility with shorter travel times but higher storage costs, while Marseille has lower storage fees but longer transit times.

The decision-making process considers transportation, storage, flexibility, and risk costs, represented by alpha and beta parameters. Real-time data and predictive analytics are suggested to adjust these parameters dynamically, optimizing port selection during disruptions.
